Institut Teknologi Sepuluh Nopember (ITS Surabaya), a leading Indonesian university, has dramatically transformed its expansive 180-hectare campus into a safer, smoother, and more connected environment through the strategic implementation of a comprehensive Hikvision smart campus solution. This sophisticated system seamlessly integrates security, traffic management, and access control, setting a new benchmark for modern university operations.
With a vibrant community of over 28,000 students and more than 2,000 faculty and staff, ITS Surabaya functions akin to a bustling miniature city. The daily flow of people, vehicles, and activities across its numerous departments and facilities necessitated a more integrated approach to campus management. Recognizing this growing need, the university’s leadership sought a unified system to enhance efficiency, streamline monitoring, track existing devices, and ensure rapid retrieval of critical video and access records.
Key objectives included establishing a more reliable method for internal road traffic management to promote safer driving habits, such as helmet use and responsible speeds. Parking security, particularly for motorcycles—a predominant mode of transport on campus—was another crucial area for improvement. The university aimed for an automated system that could verify both rider and vehicle through combined authentication.
Furthermore, as a progressive institution, ITS desired to bolster attendance and access control for faculty and staff. Their vision was a faster, more secure authentication experience that would overcome the vulnerabilities of traditional card-based systems and earlier app-based attendance methods. The overarching goal was clear: cultivate a smarter, integrated campus where technology actively supports safety, efficiency, and seamless daily operations.
A Unified and Intelligent System Connecting the Entire Campus
Collaborating with system integrator Visiniaga, ITS Surabaya deployed an advanced Hikvision solution, consolidating access control, traffic management, vehicle access control, and video security onto a singular platform managed from a central command center.
Rapid and secure access control is now a reality thanks to the deployment of 76 Hikvision Value Series Face Access Terminals (DS-K1T344MFX-E1S) across administrative buildings and entry points. These terminals authenticate users in less than 0.2 seconds with over 99% accuracy, ensuring swift entry while significantly improving attendance reliability. Facial authentication also eliminates common issues like lost ID cards or fraudulent check-ins.
To bolster road safety, ITS installed ten Radar-Assisted ANPR Cameras (iDS-TCM840/A-1S(3m/24V light)(O-STD)) on key internal roads. These intelligent cameras combine license-plate recognition with radar-based speed detection. Should a vehicle exceed the 40 km/h limit, the system automatically logs the violation and sends a notification to the driver via the university’s digital platform. Operators can also utilize the integrated paging system for voice announcements, either manually or automatically triggered by AI detection, to remind riders to slow down or wear helmets.
The solution has also modernized parking security. By integrating face recognition for riders via 42 Series Barrier Gates (DS-TMG840/A-1S(3m/24V light)(O-STD)) with license plate detection for vehicles using ANPR cameras, gates only open when both elements match. This dual-verification system significantly enhances security, mitigates theft risks, and provides the campus with a more reliable and traceable entry system.
For comprehensive campus-wide security, ITS deployed four TandemVu 8C Series 4 MP 42X DarkFighter Network Speed Dome Cameras (DS-2SF88C442MXG1-ELW/14(F1)1S). Strategically mounted on tall buildings, these cameras offer long-range, multi-angle views and support an Augmented Reality (AR) interface. The AR dashboard projects a live, interactive campus map onto the command center’s video wall, allowing operators to zoom into specific scenes, switch perspectives, and pinpoint incidents instantly.
The entire system operates on the powerful HikCentral Professional platform, which seamlessly integrates with ITS’s existing MyITS application through open APIs. This integration facilitates the automatic synchronization of attendance records, license plate information, and ultimately, traffic violations.
Safer Roads, Smarter Operations, and Seamless Campus Management
The enhancements across the campus have yielded immediate and tangible improvements. Motorcycle theft risks have significantly decreased due to the innovative dual-verification parking system. Speed violations have also declined, bolstered by automatic alerts and real-time reminders. Concurrently, the face recognition attendance system has eradicated previous fraud issues, with staff members appreciating the speed and convenience of the new terminals. Furthermore, accurate attendance records have streamlined administrative processes for department managers.

Security personnel can swiftly assess situations across the entire campus, zoom in for detailed views when necessary, and coordinate responses with unprecedented effectiveness.
